Rudy leads QFM's Grant & Opportunity Department as Consultant, Business Designer and Lead Business Development Officer. His work starts where many entrepreneurs get stuck: turning a promising idea and an available opportunity into a business that can actually operate.

He evaluates opportunities, identifies which businesses are ready for them, and designs practical paths from funding to day-to-day operations: the structure, the plan and the sequence of steps that take a company from its first dollar to its first customers.

Based in California, Rudy is a real estate broker and financial manager with three decades of experience across banking, lending, real estate and investing, and executive-level experience in business management and organizational leadership.

That background shapes how he looks at a new business: how it will be financed, how lenders and partners will see it, and what it needs in place to be taken seriously.

Within every QFM program, Rudy establishes and monitors the business side: whether the plan is viable, whether the structure fits the goal, and whether the business is ready for its next step. It is one of four checks every program passes before it moves forward, alongside Dr. Sam's legal review, MK's regulatory review and Tom's financial verification.

Rudy works closely with MK's financial programs to connect qualified entrepreneurs with grant opportunities, funding pathways and the Business Services Mall, so funding arrives together with the infrastructure to use it well. Funding decisions rest with each grant program; Rudy's role is to help entrepreneurs prepare for them and put the resources to work.
